Ambassador Roberto OCHOA MADRID
Vice Minister of Foreign Affairs of the Republic of Honduras



Born in the city of Tegucigalpa, on July 10th 1959, he obtained a Bachelors Degree in Social Sciences with orientation in International Law and is an Attorney-at-Law from the National University of Honduras. 
He holds a Master's Degree in Social Sciences, Cum Laude Honors, from the Institute for Political and Social Studies of the Francisco Marroquin University of Guatemala.  He has also studied in the Gregorian Pontifical University in Rome, in the Political Sciences Faculty of Tel Aviv University and in the Hebrew University of Jerusalem, in Rice University in Houston, Texas; as well as in the Inter American Institute of Human Rights in San José, Costa Rica and the Institute for University Cooperation in Rome, Italy.
He has served in the following positions as General Coordinator of the Honduran Pro Tempore Presidency of the Central American Integration System (SICA) and Coordinator of the XXXIX Summit of SICA (2012), as Advisor for International Affairs and Coordinator of the Ibero American Union of Capital Cities (2002-2006), as Executive and Protocol Coordinator for XVII Summit of Central American Heads of State (1995), as Coordinator for the Ceremonial, Protocol and Official Events

Commission of the Central American Peace and Development Conference (1994) and as Deputy Coordinator for the VI Summit of Central American Heads of State (1992).
In addition, he was appointed member of the Ceremonial and Protocol Commission for the Inauguration of President Porfirio Lobo Sosa (2010), Coordinator and Protocol Director for the Inauguration of former President Jose Manuel Zelaya Rosales (2006), and served as  Advisor in the Inaugurations of former Presidents Carlos Roberto Flores (1998) and Carlos Roberto Reina (1994).  He has the rank of Ambassador in the Official List of Honduran Diplomats, in accordance to Decree 007-DSS of January 11th, 2007, published in the Official Journal of the Republic of Honduras “La Gaceta”.

In the Ministry of Foreign Affairs of Honduras, he has served in the following positions:

- General Director for Foreign Policy (September 28th 2010- May 15th 2013)
Ambassador Extraordinary and Plenipotentiary of Honduras to the Hellenic Republic (2008-2010)
Ambassador Extraordinary and Plenipotentiary of Honduras to the Republic of Hungary (2007-2010)
Ambassador Extraordinary and Plenipotentiary of Honduras to the Republic of Cyprus (2006-2010)
Ambassador Extraordinary and Plenipotentiary of Honduras to the Republic of Italy (2006-2010)
Permanent Representative of Honduras to the Italian - Latin American Institute (IILA) (2006-2010)
Ambassador Extraordinary and Plenipotentiary of Honduras to the State of Israel (2000-2002)
General Director of Diplomatic Ceremonial (1991-1993, 1995-1997, 1998-1999)
Advisor of the General Directorate for Diplomatic Ceremonial and Protocol of the Office of the President (1997-1998)

In the multilateral sphere, he has been appointed in several occasions as negotiator of  Honduras in the United Nations (UN), the Organization of American States (OAS), the United Nation's Children’s Fund (UNICEF), the United Nation's Educational, Scientific and Cultural Organization (UNESCO), the Community of Latin American and Caribbean States (CELAC), the Ibero American Summit, the Association of Caribbean States (ACS), the Central American Integration System (SICA), and the Ibero American Union of Capital Cities, among others.

Among others, he has received the following merits: Knight of the Great Cross of the Italian Republic, Grove Ambassador for the State of Israel, Honorary Citizen and Goodwill Ambassador for the Italian cities of Salerno, Santa Severina and Melfi.

During the national emergency caused by Hurricane Mitch in 1998, he served as Liaison between the Ministry of Foreign Affairs and all the Diplomatic and Consular Missions, International Organizations and Non Governmental Organizations accredited to the Republic of Honduras, and in the second phase as Coordinator for high-ranking visits from the international community that arrived in Honduras to contribute to the national reconstruction.

On severales moments of his career, he has been Professor of the Faculties of Social Sciences, Journalism and International Commerce of the National University of Honduras, and of the Training School for Police Officers of Honduras.

In the private sector, he has worked as Sales and Marketing Manager of the Princess Hotel in Tegucigalpa, establishing the Grand Luxury Category and obtaining experience in tourism administration and management and business administration, and contributing, through the Hotel Association of Honduras and the National Chamber of Tourism, in the establishment of a services culture in the country.

He is fluent in English and Italian. His personal hobbies include reading, art, culture and specially, community and parish services in the Archdiocese of Tegucigalpa and other Dioceses in countries where he has resided and of which he is an active member.
